Allow private societies to exclusively sell valid postage stamp issues.

1986 the entire stock of the TARAPEX miniature sheet was sold to the organizing committee of the TARAPEX stamp exhibition. This private society sold the miniature sheets with a surcharge. The stamp issue is valid for postage.
