Step 5
Issue stamps for uninhabited regions - valid only in a certain bureau in Christchurch.

Ross Dependency stamps have the sole purpose to be sold to collectors. They never see the territory whose name is written on them: they may be used only in the 'New Zealand Post Ross Dependency Agency' in Christchurch. In Christchurch, however, are enough post offices with ordinary New Zealand stamps ready to be used: That makes the Ross Dependency stamps completely unneccessary.

Mr Russell Watson:
"Ross Dependency is a legally owned territory of New Zealand and is inhabited by New Zealanders. These inhabitants only use Ross stamps. The agency for collectors is sited in Christchurch and provides a cancellation service to collectors. Ross stamps are not valid for use in NZ unless on mail that is generated from Ross."
